MOSIS Educator Core Report
Overview
The Educator Core data is collected in the October cycle and reported by the district and school where the educator provides instruction or services. Data about each educator includes:
Personnel requiring a teacher’s certificate
Aides, ancillary personnel, and parent educators funded by the state or federal programs or used to meet classification standards
Administrators involved with instructional programs
Data includes Social Security Number, name, race, sex, highest degree, years of experience, extended contract duration, career ladder, regular term salary, extended contract salary, extra duty salary, minimum salary supplement, minimum salary days worked, late hire and early termination date, and comments.
Report Frequency
The Educator Core report is due yearly.
Selection Criteria
The report will contain all educators’ records of pay assignments in the current fiscal year for positions that contain a MOSIS position in Misc Code 1, where the pay begin date and pay end date falls within the specified school year start date and school year end date.
BusinessPlus Setup
Extended contracts must be set up as pay assignments in order to be properly reported on the Educator Core and Educator School reports. A second pay assignment must be established for the employee with the same position, PCN and pay class as the primary pay assignment for this job. Extra work days beyond the regular work year are entered on this second pay assignment. The Record Type is used to distinguish between the pay assignment for the regular school year and the pay assignment for the extended days. The Rec Type on the extended contract pay assignment must match a Rec Type entered on the Setup screen as Extended Contract Rec Type(s). The actual days on this pay assignment must represent the extra days the employee will work for the extended contract.
Prior to generating the Educator Core report, configure the following items in BusinessPlus:
· Career Ladder
· Educator Experience
The employee-related Career Ladder information is stored on the HR Education and Skills (HREMES) page, Experience tab (hr_exprinfo table). “LADR” is placed in the Experience Tp field, date ranges are entered in the “Effective Dts 1” fields, and the Values 1 field stores the level (1, 2 or 3).
In order to use LADR, it needs to exist as a coded value on the HR Entity Specific Codes (HRTBCE) page. Add Code Value LADR for the designated Entity under the Code ID EXPERIENCE_CODE.
Educator Experience is also stored on HREMES or HREEES, Experience tab.
Setup
Before a report can be generated, the reporting interface must be accessed, and necessary data setup completed. This configuration information is used by the Load and Submission processes.
The following options need to be configured under the “Setup” menu:
· Site Profile

Instance
Click Instance to configure the report instances for each report to be created. Report instances need to be configured for the Load process. Think of the Report Instance as an identification of the time period for each report/file to be created. If desired, report instances can be created in advance for each month of the current year.
Enter data in the fields as described below.
Field | Description |
---|---|
Name* | User-defined name of the report instance. |
Fiscal Year* | Fiscal year for which submission is required. |
Start Date* | Start date for the selected school year. |
End Date* | End date for the selected school year. |
Core Collection Version | Collection version for the selected school year. The format is: <School Year>Oct1.0EdCore. This is a system-derived, read-only field. |

Load
Click Load to select the Report Instance for which to extract and load the eligible records into the Maintenance table. See the Submission File Layout for the source of the reported data.
To launch the Load process, select the appropriate data.
Maintenance
Click Maintenance to view the Load Process results. The load will include any generated errors and will display those in the bottom half of the screen. Data manipulation is allowed on the extracted employee data.
Long-term data correction must be done in the other report screens or in BusinessPlus itself. Data entered or updated in a report instance is good only for that instance.
Possible Error and Warning Messages
The grid at the bottom of the Maintenance page displays error messages logged during the load extract/submission package execution. The errors include invalid/missing mandatory field values. These values can be corrected by selecting the record from the error log grid and clicking on the “Filter Selected Record” checkbox. However, a long-term data fix would need to occur in BusinessPlus or the report setup type screens.
On clicking the checkbox option, only the invalid record is filtered in the Maintenance grid, which can then be corrected and saved. On clicking the checkbox again (clearing the field) all the Maintenance records are again displayed on the Maintenance grid.
See the Submission File Layout section regarding the fields in question to verify if they are required.
To generate a separate error report that can be printed or used for reference for either the Load or Submission type errors, make the appropriate selection in the “Error Log By Last” drop-down, and click the “Generate Report” icon to the far right of the Error Log By Last field.
· Load indicates the message appears during the Load process, on the bottom of the Maintenance screen
· Sub indicates the message appears on the Submission report
Submission
After verifying the Maintenance data, click Submission to create the file to be submitted to the reporting agency.
To create a report file for submission, data is entered in the fields as described below.
Field / Button | Description |
Delimiter* | Indicate if a comma or tab delimited file is to be created. |

|
221 | Gender | Y | A/N | 1 | hr_empmstr | gender |
|
222 | Race/Ethnicity | Y | A/N | 1 | hr_empmstr | ethnic_cd | Assigned based on hr_emp_race.race_cd, hr_empmstr.ethnic_cd and hr_empmstr.ethnic. Set to ‘M’ if more than one race or ethnicity is defined for the employee. |
223-292 | N | A/N | 70 | hr_empmstr | e_mail |
| |
293-295 | Extended Contract Duration | N | N | 3 | hr_emppay | actl_days | Number of extra days an educator has contracted to perform services for district beyond regular contract duration reported on District Data (Screen 02), if applicable. (Employees with 12-month contracts may show 260 days minus the regular contract duration.) EXTRA DAYS are additional days, above and beyond the regular contract days. Extrapolate ‘EXTRA DAYS’ by observing the primary (PM) active contract pay assignments in table hr_emppay for the same position/pcn. The assignments will hold the BASELINE contract days and any extra days past the BASELINE will be seen on a secondary line with the same Pay Class and Position Code combination. If the position is the same, it is the Record Type that will distinguish the secondary line. That secondary ‘non-PM’ line with the same position will hold the the ‘Extra Days’. In order to be considered an Extended Contract Pay Assignment, the rec type on the Pay Assignment must match a Rec Type entered on the Setup Screen as Extended Contract Rec Type(s). When one of these Extended Contract Duration emppays is recognized actl_days is reported as the Extended Contract Duration. |
296-301 | Extended Contract Salary | N | N | 6 | hr_emppay | actl_ann | Extra salary that teacher, counselor, librarian, or any position except administrator (Position Codes 10 and 20) receives for working more than a 9-month term. Is the actual salary dollars that correlate to the EXTRA DAYS from the above data element. Uses the same logic described above to identify a secondary employee pay assignment (with same position code and pay class but different record type). Extended Contract Salary is set to hr_emppay.actl_ann. |
302-307 | Regular Term Salary | Y | N | 6 | hr_emppay | actl_ann | Educator's regular term salary (excluding minimum salary supplement); based upon the FTE of an approximate 9-month teaching contract except for administrators (Position Codes 10 and 20). The salary should correspond with the FTE. (If an educator is employed full-time for a portion of the year; such as 7 months; report the salary on the 9-month basis.) Board-paid insurance and other fringe benefits are not included. If a position is filled temporarily by a substitute (Position Code 60); show the full salary normally paid for that position.paid insurance and other fringe benefits are not included. If a position is filled temporarily by a substitute (Position Code 60), show the full salary normally paid for that position. Derive "REGULAR TERM SALARY" from the actual annual salary on the PM Primary Pay assignment in hr_emppay where the pay class gives indication of BASE or REGULAR pay (as opposed to an additional or supplemental line). The Regular Term salary should be addressed in the basic "PRIMARY" pay assignment configuration with SunGards counsultants where the salary supplement is observed as a separate pay assignment. The "Supplement" is extra dollars given to the employee above what the position offers but where compensation is supplied to bring the employee up to a predetermined STATE salary level for the postion. For the most part the occurence of "minimum supplements" are rare because since the supplement law took effect, most salary tables in school districts have been "up-inflated" to have salaries that are reasonably above the minimum requirements Select the latest ‘PM’ emppay for someone who qualifies to be in the Educator Core report in the date range given in the report definition where emppay payclass is not a member of the mo_emers_payclass_exclude table. The Base Annual Amount for this Pay Assignment is prorated by the hr_empmstr fte to determine the regular term salary. |
307-312 | Extra Duty Salary | N | N | 6 | hr_emppay | actl_ann | "Extra Duty" is different from the previous described data items of "Extra Days and Extra Salary". Extra duty is a different pay assignment that represents an additional job duty or job function that is not intrinsically related to the employee’s primary job assignment. As an example, a primary function of Math instructor could be assigned a secondary job or duty, "Extra Duty" as an athletics coach after school hours. That would be descibed as having a separate position above what the employees core duty is and is distinguishable from his or her primary job function due to having a PAY CLASS that says "Extra Duty" and the POSITION CODE on hr_empmstr is different than the primary. Extra duty Salary emppay’s can be distinguished by their pay class and the list of extra duty payclasses in the mo_emers_payclass_xduty table from the Setup Screen. |
313-318 | Minimum Salary Supplement | N | N | 6 | hr_emppay | actl_ann | Annualized state-paid supplemental salary received by a teacher; counselor; or librarian to bring the salary up to the state minimum salary level. The "MINIMUM SALARY SUPPLEMENT" will be distinguishable and separate from the PM primary Pay line. And will be labeled as SALARY SUPPLEMENT. This is rare and administrators at the State of Missouri have said they have not seen it occur in data files submitted in many years. It will be a smaller salary amount and is used to bring the employee's salary up to the state mandated salary level. Go to state web sites to get the latest values. So as an example, if the minimum starting salary for at teacher is $18,000 per year the the district has only budgeted for $16,000. The teacher must be "supplemented " to bring them up to $18,000 so that would show as an additional hr_emppay record for the supplement. |
319 | Career Ladder Stage | N | A/N | 1 | hr_exprinfo | val1
| HREMES, Experience tab stores the career ladder stages (1, 2 or 3). For a record to qualify, it needs the following information: 1) Experience Type matches the Experience Type(s) entered for Career Ladder Stage on the Setup Screen 2) Value 1 needs to contain one of the 3 stages; and 3) Effective Date 1 range needs to be completed. |
320-323 | Highest Degree | Y | A/N | 4 | hr_educinfo | degree | Highest degree of the educator. The BusinessPlus code is compared to the Degree Code tab in the report to obtain the associated MOSIS Degree Code and rank to determine the highest degree. |
324-325 | Public School Years - District | Y | N | 2 | hr_exprinfo | inhouse_yr | Total number of years experience of educator in current district including the current year. To be counted as one year, the contract must be for at least one half of the week and at least one half of the school year. |
326-327 | Public School Years - Missouri | Y | N | 2 | hr_exprinfo | preemp_yrs | Total number of years experience of educator in Missouri public school systems including the current year. To be counted as one year, the contract must be for at least one half of the week and at least one half of the school year. Public School Years in Missouri is the sum of the years in the district and the pre-employment years. |
328-329 | Public School Years - Public | Y | N | 2 | hr_exprinfo | val1 | Total number of years experience of educator in all public school systems including the current year. This value is taken from Experience Info records where the Experience Type matches the Educator Experience Type(s) entered on the Setup screen. The total Public School Years is the sum of the years in district plus the preemployment years in state plus the out of state years. |
330-339 | Late Hire Date | N | A/N | 10 | hr_empmstr | hdt | Date (month/day) educator was hired if later than start of regular school term, else null. The beginning of the regular school term is interpreted as the Report Instance Start Date. These dates are what are compared. |
340-349 | Early Termination Date | N | A/N | 10 | hr_empmstr | enddt | Date (month/day) educator terminated services if earlier than end of the regular school term, else null. The end of the regular school term is interpreted as the Report Instance End Date. These dates are what are compared. |
350-419 | ED Comments | N | A/N | 70 | Maintenance Screen | Comments Field | Free-form notes used to indicate (1) job titles for Course 887900, (2) course titles for ‘Other’ (xxxx99) courses, (3) supplemental assignment for Course 880000, (4) teachers assisted by an aide, (5) aides assisting a teacher or (6) other nonstandard info. Course comments are entered in the maintenance screen. This value will not be overwritten by subsequent loads unless the purge option is selected. |
420-425 | Fiscal Agency County District | Y | A/N | 6 | rr_site_profile | rpt_district_code | County-district code number of the fiscal agent. (Fiscal agent is the district that provides the salary.) The code number 999-999 may be used to represent an agency other than a public school with the name of the agency entered in the ‘Comments’ area. |
426-428 | Minimum Salary Days Worked | N | N | 3 | hr_emppay | actl_days | Total number of contract days worked during the regular term by an educator receiving a minimum salary supplement. The Setup screen contains a field titled Minimum Supplemental Pay Class. Pay assignments using that pay class will have their actl_days value used for Minimum Salary Days Worked. |
Data Types:
A/N - Alpha Numeric, left justified, and blank.
N - Numeric, right justified, zero, unsigned without decimal point, cents, and dollars.
Record Length: 428 bytes/characters plus one character for carriage return and one character for line feed.
