Clear Out Errors - STUTCE

When the STUTMA process is run, any errors encountered are written to a table called sub_error.  Therefore, before STUTMA is processed, STUTCE should be launched to clear out any error messages that might have been generated the LAST time STUTMA was run.  If sub_error records were not cleared out before running STUTMA, then there is the possibility the errors from the current run and previous runs of STUTMA would be comingled, causing confusion.

This utility does not ask any questions.  It purges all errors in the sub_error table.
