EEO-5 CDD Report

Overview

The EEO-5 Report, formally known as the Elementary-Secondary Staff Information Report, is a joint requirement of the EEOC and the Office for Civil Rights (OCR) of the Department of Education. It is conducted biennially, in the even numbered years, and covers all public elementary and secondary school districts with 100 or more employees in the United States. The filing deadline is November 30.

As part of its mandate under Title VII of the Civil Rights Act of 1964, the Equal Employment Opportunity Commission requires periodic reports from all public elementary and secondary school districts which indicate the composition for their work forces by sex and by race/ethnic category.

EEOC collects labor force data from public elementary and secondary school districts with 100 or more employees within 50 U.S. states and District of Columbia. The reporting provides information on their employment totals, employee job category and sex and race/ethnic groups as of October 1 of the survey year.

Report Frequency

The federal EEO-5 Report is due November 30 of even-numbered years. For more information on the report, visit the U.S. Equal Employment Opportunity Commission website at http://www.eeoc.gov/employers/reporting.cfm.

Setup

The BusinessPlus EEO-5 CDD report addresses the Revised/Alternative reporting requirements. The CDD report will work properly whether employee HR data is entered in the HREMEN screen. The report includes all employees with a valid HR Pay Assignment between the report dates (07/01 - 10/01) of the report year.

Job Codes on the HR Job Code Definitions (HRTBJB) page must be coded with the correct EEO Job Group value. The EEO Job Group values are defined on the HR Non-Entity Specific Codes (HRTBHR) page with a Code ID of EEO_CODE.

An employee is categorized as a New Hire if the Hire Date in HR falls between the report dates (07/01 - 10/01) of the report year.

The PYAA common codes that define the Race options in the HR/PY screens can be set up as desired by the client, but the Short Description must match the provided mapping pattern.

There are multiple options available on how to determine if an employee is considered Full-Time or Part-Time.

The report prompts for Employee Type and Pay Assignment Rec Type and Pay Class values to exclude from the report. This feature is useful for excluding Elected Officials and Substitute teachers.

Job Code

For each Job Code defined in the HRTBJB page, there must be a valid EEO Job Group value (between 01 and 18) listed on the Job Class/Code Table tab. If the Job Code is not reported to EEOC, enter NONE.

Common Codes

PYAA/xxxx

The PYAA/xxxx Race codes can be set as desired by the client, but the Short Description must follow the following mapping pattern for this report:

  • A - Hispanic or Latino

  • C - White

  • D - Black or African American

  • E - Asian

  • F - Native Hawaiian or Other Pacific Islander

  • G - American Indian or Alaska Native

  • H - Two or More Races - This code is not likely set up but has been included if a client chooses to use it.

Enter the Report Date (10/01/yyyy): Always enter October 1st (10/01/yyyy). Run for the year being reported.

Determine FT/PT Option (EMPFTE, PAYFTE, TYPETEXT, TYPECC): There are four different options available to determine if an employee is Full-Time or Part Time.

  • EMPFTE - Use the FTE value from the HR Employee Master. If the value is greater than or equal to 1.00, the employee is categorized as Full-Time.

  • PAYFTE - Adds up the PCN FTE of all pay assignments for the report date range (07/01 - 10/01). If the value is greater than or equal to 1.00, the employee is categorized as Full-Time.

  • TYPETEXT - If the text FT or FULL is included in the Employee Type, the employee is categorized as Full-Time.

  • TYPECC - All HR Employee Type values defined on the HR Entity Specific (HRTBCE) page (Code ID of EMPLOYEE_TYPE) must have a matching PYTP/xxxx value on the Common Code page. In other words, if the Employee Type is a Full-Time position, Associated Description #1 of the PYTP/xxxx code must be FULL or FT. Employees with this type are categorized as Full-Time.

Select Assignment Classification from PM Only (Y/N)? If you want the EEO category (Assignment Activity Classification) to always follow the Primary (PM) pay assignment, enter Y for this option. Otherwise, if an employee has more than one position for the report date range (07/01 - 10/01), the position with the highest FTE will be selected. If there are multiple positions with the highest FTE, the lowest (1 first, 18 last) EEO category will be selected.

Enter Pay Assignment Pay Class to EXCLUDE: Enter a comma-separated list of HR Pay Assignment Pay Class values that you want excluded from the report. Otherwise, leave blank.

Enter Pay Assignment Rec Type to EXCLUDE: Enter a comma-separated list of HR Pay Assignment Rec Type values that you want excluded from the report. Otherwise, leave blank.

Enter Employee Type to EXCLUDE: Enter a comma-separated list of HR Employee Master Type values that you want excluded from the report. Otherwise, leave blank.

Exclusion options are useful, so Substitute and Elected Officials are not included in the EEO-5 report.
