Create Budget Set - GMGL

Run GMGL to create budget sets. GMGL (copying from GM to GL) uses the "Final Budget" check field on GMUPGM, Budget tab. GMGL looks for a valid Proposal ID, valid fiscal year, final budget check set to Yes, and budget approval section filled with two approvals filled.

'TO' Budget Version: The 'TO' Budget Version drop-down list is populated and based on ledger selection and the budget codes defined in the Budget tab of the GL General Information (GLUPGN) page.
