Create Timecard Batch - STUTCT

This is the first of two utilities which take the Attendance records out of SubTracker and create Timecard records in Payroll.  This utility takes Attendance records from STUPAT and sends them to ifpy_tc_imp, which is the same table that holds Timecard Online data.
